Summary:This research aims to develop and evaluate the effectiveness of inquiry-based learning programs for the 21st century classroom. The research and development (R&D) Methodology was used with the pre-experimentation of one group pretest and posttest design. The target group was 5 curriculum responsible teachers and 246 related students in the English Teaching Program of Mahamakut Buddhist University, Isan Campus. The results showed that the program includes Knowledge Development Project with six learning units are: the concepts and perspectives, inquiry-based learning, inquiry-based learning for the 21st century classroom, preparation of learners and teachers, education and learning in the 21st century and the characteristics of the 21st-century classrooms. And From Knowledge into Practice Project includes a guideline of inquiry-based learning process for the 21st century. After the trial found that the program is effective according hypothesis that the mean values of the climate of teaching of the target group, and the learning behavior of the students involved were higher than before the experiment was statistically significant at the.05 level. The feedback from the lesson distilled is that application of the programs used should realize the development target group to be knowledgeable in the six learning units before operating
