Summary:<p><em>This Research Note provides the first overview of the CIA&rsquo;s controversial policy of follow up drone strikes on targets previously targeted for drone strikes. While this policy has been widely criticized, it is argued here that the follow up (or double tap) strikes are aimed at Taliban who have a policy of cordoning off drone strike zones and retrieving their dead or wounded comrades; in other words: they are not targeting civilians.</em></p>
