碩士 === 淡江大學 === 資訊工程研究所 === 72 === 　　In this thesis, we took two stage---short term and iong term---to explore the problem in the design of a computer network in the Ministry of Education. 　　For short term, we proposed the topology of the network and the basic functions it should have. For long term, besides design the topologe and basic functions of the long term network, we made much effort in the specification design of its communication protocals. The design of protocals included four layers, they were: the physical layer design, the data link control layer design, the communication control layer design, and the application layer design. 　　And finally, we made use of the equipment in the Computer Center of the Minitry of Education to emulate the partial functions of the short term network. This emulation related to some problems, such as : how to add a remote terminal under the host computer, and how many system parameters should be defined to it. For all the questions, we also gave detail explanation.
