an controversial issue in Taiwan. The U.S. Superconducting
Super Collider accelerator project built in Texas has had some
difficulty raising the US$8 billion needed to complete the
project. Therefore, the project team has been soliciting
financial assistance from foreign countries. Chiness-American
physicist Tsung-Dao Lee was lobbying the Taiwan government to
invest US$60 million to build a detector chamber on the SSC
ring in exchange for the right to conduct sophisticated high-
energy physics experiments and train scores of young physicists
in the field. Taiwan local science community reacted to the
proposal with polarized views: some advocated for it vigorously
while others opposed to it vehemently. Due to lack of a
convincing "due process" to arbitrate such a delicate issue,
Taiwan's National Science Council (NSC) tried hard to supervise
a fair run of evaluation. The controversy ended with an abrupt
NSC ruling that Taiwan will adhere to the February committee
decision to reject the proposal and will not reconsider the
case, though originally scheduled for August 1993.
