Summary:碩士 === 中原大學 === 土木工程學系 === 85 ===   Due to the continuing growth of the economy, the need for water in every aspect of society is becoming more demanding everyday. Developing water resources is already a difficult undertaking and to further the diffculty, the sources of fresh, potable water is decreasing. It is therefore of the utmost importance to develop alternative water resources, protect present water sources and increase water conservation. To this end and for the needs of the future, the advancement of water reclamation in dual water supply systems is of paramount importance. Water reclamation in dual water supply systems is not only a conservation measure but also a tool for developing alternative water resources.   Our study and analysis includes the local city''s water recycling and water reclamation management systems, and reference and exploration of Japanese recyling systems and implementation. We will also explore regulations and cost analysis directly related with reclaimed water resources, including analysis of reclaimed water applicability and feasibility.   Our study of water reclamation and laws of water conservation will take into consideration regulations int he following 3 areas: Tap water, Sewage systems, and building codes. These three separate entities are integrally united int he processes of the water reclamation and form the bases for creating new regulations for the process of reclaiming water resources in respect to their individual agendas. Before present laws are amended. It is suggested there be a careful reconsideration of what relcamation is and the proper implementtion methods uses. This is achieved by creating temporary case studies and obtaining the cooperation of the government in establishing general regulation and overseeing of their deployment and execution.   There are in essence 2 schemes for developing practical water reclamation system. The first, as stated above, refers to governmental and social implementations. This requires the cooperation and coordination of various government agencies establishing the following policies and regulations entities: pricing policies, environmental protection agendas, investment incentives, subsidiary regulations and policies, system developemnt, and economic incentives. The second scheme is the practical implementation and analysis of water conservation and reclamation. This may include the implementation and enforcement of water reclamation practices in such place ae Jing-Min or Matsu, and consulations with wate water treatment facilities about present treament conditions and the practicality and methodology of implementing reclamation systems and recycling plants.
