By setting so-called "Standard House", the index of house price over income ratio (PIR) can be used to measure housing affordability. Basically, it assumes that every households are applied to the same standard. In fact , under each condition of household ,there are differences in their preferences. In this study we attempt to start in a individual household view , and examine the expected housing affordability for every household based on individual financial conditions and preferences. In the article , there are 31.53% of households in Kaohsiung City in 1994 who prepares for buy a house during next five years. But only 23.59% of them can afford it . The reasons of unaffordability are the preferences of detached houses and larger space required. Compared between households of distinct sorts, we explore that the labors, households with low income, and lager families were worse in housing affordability, Most of them are not only lower income but also have less down payment. And they are ideal to expected houses all the time. The article simulates hypothetical changes in down payment ratio , interest rates, loan periods, and reduced house price. The results are that decrease down payment ratio and increase loan periods won''t work better, current modes have been reached to the maximum. The other two factors are highlighted in increase housing affordability when they changed. The article also simulate the effects of three official housing subsidies in Taiwan. And find out that housing affordability increases 10.10% in households of head works for government or army. Another subsidies for the labor households increase 6.29%, another subsidies for moderate and lower income households increase 7%. Keywords:housing affordability, expected house, household
