Fuzzy theory providing with gradual characteristic can consider degree of difference. Therefore, it can properly display the system of reservoir flood control operates. A multi-peak function, in the paper, is the identification for the excellent result and the function of every operating part of genetic algorithms. Therefore, the test of the function can reach the purpose of objective comparison. Furthermore, genetic algorithms are applied to search the best parameters of fuzzy theory is rules and best Membership Function.
