It is almost unpractical to respond to its need for skillful manpower with the application of school education for personnel training. Especially, school is most unlikely to have the kind of expensive equipment needed for training courses. Therefore, on-job training or seeking external solution for needed talent is the one and only alternative available to IC industry. Education and training is a systematic planning that is planned in accordance with organizational objective. Career development includes personal career plan and the project developed by organizations in accordance with the career plan of employees and the environmental change and organizational objective. In summary, the purpose of the study is to: 1.Study the impact of organizational variables on employee’s education and training program of IC industry; 2.Study the impact of personal variables on the need of employee for education and training in IC industry; 3.Study the impact of organizational variables on employee’s career development program of IC industry; 4.Study the impact of personal variables on the need of employee for career development in IC industry; 5.Study the correlation of education and training provided by IC industry with employee’s career development program; 6.Study the correlation of education and training provided by IC industry with career development. The purpose of the research is to study all IC manufacturers in Taiwan and to explore the education and training program of IC industry, also, the execution of employee’s career plan and development. It is also the idea of the author to compare the need of each employee for the program that is provided by IC industry for future reference. Two hundred and seventy-six (276) questionnaires are distributed to small and medium integrated circuit manufacturers that are listed in Taiwan/Fukin Manufacturer Directory and Hsinchu Science Park Manufacturer Directory. Common factors of variables in the study are identified with Factory Analysis of statistics. The organizational variables, population statistical variables, and factor variance are tested with ANOVA and Duncan’s Multiple Range Test. Moreover, the correlation of IC industry’s education and training program with employee’s career development are studied through Canonical Correlation Analysis, also, the correlation of employee’s need for education and training with employee’s need for career development. Conclusions of the analysis are reached as the follows: 1.IC industry stresses the importance of employee’s education and training more than the importance of employee’s career development. 2.Large-scale organizations stress the importance of education and training program more than small-scale organizations. 3.Working environment has indeed affected the need of individual in education and training. 4.Large-scale organizations stress the importance of career development program more than small-scale organizations. 5.Working environment has indeed affected the need of individual in career development. 6.The correlation of IC industry’s executing education and training with employee’s career plan is high. 7.The correlation of employee’s need for education and training with career plan is high.
