In recent year, reshaping the government is hoped to transform the function of government to be more versatile, streamline, creative and measurable leading to an “Entrepreneurial Government”. Hence, in Taiwan, the Government is promoting the institutional reorganization actively by adjusting the central government structures, reducing the administrative operation levels and the costs of services, enhancing efficiency, and downsizing the provincial government level. It has been one of the most important policies since the Republic Government relocated on Taiwan in 1949. The merging of the original provincial agencies to the central government is a new opportunity for the innovation policy. Nowadays, the Government Organization of Public Highway Services in our country are in charge of the administrative affairs of the national freeway, provincial and county roads, rural roads and urban roads. However, the new construction and maintenance systems are independent to each other which resulted in an incoherent use of highway network systems and human resources. To upgrade national transportation is a fundamental for economic development and enhancement of the national competitive capability. It is essential to review and audit the whole scope of the merging policy of the transportation organizations. The research is experiences the institutional reorganization form other countries and their Public Highway Services structures, and analyze the current situation of Public Highway Services of our country,including its organizations and duties.man power management,organizational framework, and through the practical way to proposition the direction of the structural reorganization conception and discussion of the experts questionnaire analysis results.
