This problem has compelled the government and society to give importance to and implement the import of foreign contract workers. However, amid high domestic unemployment rates, the mobilization of labor has indeed given rise to a sense of crisis among industrial groups and has stirred the concern of government and led to the formulation of the policy on reduction of foreign contract workers. To meet the demand for labor and support the survival of industries, alternatives have been proposed one after one. Women and middle-aged human resources have been pinpointed as the optimal alternative. However, these human resources are unique and have their special limitations. The import of foreign contract workers at different stages has accomplished different functions. It has proven a serious test to achieve the optimal balance between the policy of importing foreign contract workers, the employment of women and middle-aged labor, and unemployment. This study investigated the nature of problems from five dimensions: characteristics of local labor, the co-existence between foreign contract workers and domestic enterprises, utilization of women and middle-aged labor resources, the strategy of reducing unemployment through decreasing the number of foreign contract workers and increasing the employment of women and middle-aged labor, and political and economic relationships. The study also put up the strategy to encourage women and middle-aged labor to return to employment. The fundamental plans include: making good use of the experience of women and middle-aged labor, training women and middle-aged labor to acquire other skills, making full use of flexible part-time employment, developing and keep up with occupations and living skills that can cope with social demands that will come (including training in high tech-related occupations), making good use of the human resources and facilities at job training and employment offices to turn them into plentiful beneficial resources (not burdens), solving problems related with the construction of support networks for women and families (e.g. nursery, home care, etc.), nurturing the concept of helping labor get a dignified employment depending on their skills, not temporary, relief job opportunities, enhancing education on occupational and work ethics, enhancing the propagation of traditional virtues and constructive customs. As far as coping with the symptoms goes, this study put out plans that include: making good use of Stability Fund for Foreign Contract Workers’ Employment, guiding and creating employment opportunities for women and middle-aged labor (for example, Employment Prospect Project), enhancing and propagating information on employment, increasing investment in public works and public sector to stimulate economic prosperity, improving the investment environment (concrete, specific approaches: decreasing the tax on land appreciation by half, waiving the rent for the first two years following establishing business in industrial parks, revising the regulations that were designed to facilitate upgrading industry, giving tax and rent favor to traditional industries, annulling commodity taxes, etc.), encouraging traditional industries to undergo technical upgrade or transformation so as to maintain their headquarters in Taiwan, giving bonuses to enterprises that employ women and middle-aged labor, the government promising to pick up the bill that will pay to the women and middle-aged labor upon retiring from the short-term employment so as to encourage enterprises to hire and re-train surplus labor in the wake of business transformation, and strengthening the placement by job agencies. As far as the strategy of alleviating the import of foreign contract workers goes, the fundamental plans include: accelerating technical upgrade and transformation of domestic enterprises, giving bonuses to domestic enterprises that will invest in labor-exporting countries so as to alleviate their export of labor, and establishing strict, effective regulations on the import, examination, and management of foreign contract workers. Plans to cope with the symptoms include: giving rewards and favors to employed women and middle-aged labor, establishing part-time employment system so as to increase the employment of women and middle-aged labor, and enacting bills that will lay out the percentage of women and middle-aged labor that a business must employ.
