At the same time, large scale, high-density development in downtown area also creates the burden of public facilities and need for social services. The situations are not limited to NIMBY (not-in-my-backyard) facilities but also including YIMBY (yes-in-my-backyard) ones. However, this issue was not addressed in current urban policies. There exists no appropriate mitigating mechanism for the direct or induced impact to the city area in Taiwan. . The Linkage Project that are implemented in many American cities during the last two decades has gained increasing attentions and receive mixed responses in its effects on balancing urban development and social needs and also in preserving and revitalizing the unique character of city or districts. These issues not only reveal the fiscal stress of local government, but also reflects the inappropriateness that public sector are put accountable for provisions of all facilities and services generated from private development. Although the Linkage Project in cities of the U.S. are applied in general context as well as for specific targets. Linkage Projects have become important mechanism in growth management of city planning and design. However, the applications are still operated mostly under the concept of traditional zoning regulation. This study intends to investigate the background and context of the Linkage Project and its utilization beyond the concept of traditional zoning. The findings of the investigation will be used to examine the current regulations, zoning and other related growth management measures in Taiwan. Furthermore, this study also selected a An-Ping District of Tainan City --the oldest settlement of Taiwan as an example for analysis and proposed a feasible implementation contents and process of Linkage Project. It is the purpose of this study to reveal the significance, necessity and appropriateness of the Linkage Project in meeting the task of preservation and revitalization through the concept of “New Social Contract”. It is also expected that through the study, the Linkage Project could be further utilized as a tool for integrated planning and become the “new paradigm” of urban planning and design.
