This study compared the current situation of parental choice policy in Taiwan with that of the U.S. and as well as that of the U.K. In this study, fourteen interviewers were selected as the key informants. The researcher interviewed each of them beliefs, assumptions, and values regarding parental choice to find out their different. The findings of the study were summarized as follows: 1.Both parents and school staff agree on the concept of parental choice; yet, the educators also worried about the negative effects (e.g. inequality) as this policy of parental choices was implemented. 2.The major debate between the opinions of parents and those of educators is whether parents have the right to choose their children’s teachers. 3.There were six factors influencing parental choices: A. Convenience; B. School achievement; C. School visions; D. School resource; E. Parents’ preferences and security concern; F. Family background orientation. 4.The parents in this study preferred to choose through unofficial channels (e.g. other parents or friends). Those who served in private schools have to work harder than those do in public schools. 5.Parental choice influenced by the SES of parents. 6.The design of school districts restricts the parental choice as well as results in the lack competition among the schools. 7.The predicted competition in the Open Enrollment Area in Hua-Lien County did not show up. On the opposite, these schools gradually built up peaceful and harmonious relationships. 8.The private schools I selected offer an alternative choice, which stimulates the progress of the public schools. 9.The parents and educators in this study have different viewpoints on “home schooling”. The educators tend to object to it. The parents who chose “ home schooling” hope that her choice can be respected. Hopefully, this study could offer a reference point for the policy of parental choice in Taiwan. keywords:parental choice, elementary school, home schooling
