In Taiwan, the construction of each elementary school is dealt by each school, while the common junior high schools have no standing professional construction employees. The construction quality of school is therefore uneasy to supervised, and the people in charge of the construction also take it as a difficulty. In the past, owing to the related laws are not mature, the service system of Professional Construction Management (PCM) could not be adopted by elementary and junior high school. In the recent years, related governmental mechanism intends to thoroughly carry out PCM system, and the related law system is completed after the purchase regulation had been promulgated 3 years ago. Currently, the practical cases that public engineering entrusted by PCM has gradually increased. After the 911 earthquake, Educational Ministry adopted PCM on the re-build engineering of the schools in southern Yun-Jia area for the first time, so as to upgrade the construction quality of elementary and junior high schools. This research focuses on the case of “Post-earthquake Re-build engineering of schools in Yun-Jia area entrusted by PCM”. The city and county governments and schools in this area has been interviewed for further study, integrating opinions from each unit, and analyzing the significant items at each step while applying PCM on school engineering. After the questionnaire was taken, adopt AHP (Analytic Hierarchy Process) method and Weighting method to analyze the significance of each result, and then adopt statistic method to analyze the trusty and availability. The main research contents are divided into two parts: (1) Understanding on the PCM demand for school engineering from the beginning to the end (2) Evaluation of satisfaction of PCM quality on this case. It is expected this evaluation may be helpful for school to adopt PCM system in the future. Owing to the fact that PCM contains variety of definition, elementary and junior high schools have no experiences to refer to, PCM has been adopted only recently and not understood well, and the time limited for re-build engineering, it is very difficult to carry out this system. If the relating problems were not well regulated by law, once the construction argument occurred, the responsibility would be difficult to defined. Schools thought once PCM participate, it would take the active leading position as a professional role and upgrade the construction quality, however, PCM only assist the construction and many affairs shall still be dealt by school itself, which fail to meet the Educational Ministry’s original purpose. This is the different understanding between two sides. Nevertheless, the design unit has otherwise opinion. Some of the architect deem that the participation of PCM may be helpful to monitor the construction enterprise and reduce the burden of architects, while some of the others deem that there is no necessity of PCM’s participation. The contractors deem the roles between school and PCM and the leading right shall be clearly defined, otherwise there would be no laws for the construction enterprise to follow.
