For the research of mobile positioning system be important subject recently depend on the mobile communication system popular in the world, especially after a recent Report of Order issued by U.S. Federal Communications Commission (FCC) in July 1996 requires that all wireless services providers provide location information to Emergency 911 (E-911) public safety services. The new FCC E-911 requirements have boosted research in mobile positioning system. Potential application of mobile positioning system include: E-911, location-sensitive billing, fraud detection, cellular system design &resource management, fleet management and intelligent transportation systems (ITS) etc. Several techniques can be applied to the subject of mobile positioning system in the foreign research reports. For example, in GSM system, there are some basic parameters available can be provided for mobile positioning system — such as Cell ID, TA (Timing Advance) and SS (the measured signal strength of serving cell and its neighbors), and on the other some generalized TOA (Time of Arrive) techniques also can improve location accuracy — such as TDOA (Time Difference of Arrive), E-OTD (Enhanced Observed Time Difference) etc. Another promising alternative is combination of GPS system and GSM system (with specific method). However, every technique has its advantages and disadvantages, which depend on not only the technology but also on the location, environment, and infrastructures. This research report will evaluate the applicability by simulated method and performance of major mobile positioning system proposals based on GPS/DGPS and GSM measurements of signals and system parameters collected in urban area in Taiwan. Survey planning, data collection and analysis will be performed with the aid of GIS (Geographic Information Systems) and some software/hardware development. Location ability and accuracy of cellular-only, GPS only, and the combinative techniques will be estimated and compared. An optimal way, especially for mobile positioning system in Taiwan, of combinative GPS/DGPS and cellular radio measurements will be proposed and tested as well. Results of this research report provide a very good basis and reference for the introduction of radiolocation in Taiwan, and it’s also prove that can improve the location ability and accuracy certainly in urban area.
