How to reduce the money loss and dead by prepare works fire station’s efficiency. Traditional fire analysis is concerned about the indoor or zone, so the research tries to take building as unit to calculate the Fire Risk Degree(FRD). The FRD discuss among the fire probability, money loss, and fire station’s efficiency. By means of FRD estimate each building’s fire happened, review the fire station’s location suitable, and provide the fire control plan in urban planning. The research’s theory is including FRD to establish the model of fire risk degree, Spatial Statistic Analysis to take attribute analysis, and GIS to establish the database and use different analysis mode (for example, Overlap Analysis, Buffer Analysis, Network Analysis). The goal of study is to find out the factors, establish the structure of urban fire database, and calculate the building of FRD and zoning blocks of fire risk degree in Kao-Hsiung city. The scope of research is the fire events investigating report by Kao-Hsiung’s fire station in 1998-1999. The research step followers: collect the fire factors by reference, establish the urban fire database, describe the fire case by Spatial Statistic Analysis, calculate the temporal distance by Network Analysis, and presume the building fire risk by Kao-Hsiung’s case. The research’s results including: 1.Find the major fire factors, 2.Presume the model of FRD, 3.Build the structure of fire database, 4 Estimate the Kao-Hsiung’s fire probability, 5.Estimate the Kao-Hsiung’s money loss by fires, 6.Calculate the Kao-Hsiung’s fire station’s efficiency and range, 7.Calculate the district Sam-Ming’s building of fire risk degree, 8.Calculate the district Sam-Ming’s block of fire risk degree, 9. Calculate the Kao-Hsiung’s block of fire risk degree.
