In the past, the local government had only to deal with issues involving only a unitary administrative area, such as community development, culture and education, and public security; however, the local government today has full hands of inter-departmental and cross area affairs such as regulation of river, use and control of water resources, public nuisance, and mass transportation that are much more complicated involving multiple aspects. Consequently, the local government is forced to seek the most appropriate and justified application of its limited public resources. How to build up strategic partnership with external powers (including that with NGO and non-profitable incorporates) while developing a set of feasible strategy control tools appears on the top priority of the administration for the local government. This paper attempted to clarify the concepts of inter-departmental cooperation by exploring into theories and approaches of inter-departmental cooperation; achieve integrated inter-departmental cooperation philosophies through theoretical argument and practical analysis. By the vehicle of a case study of the disposal of waste earthwork from the project site of Nankang economic and trading park in Taipei, in-depth understanding of the difficulties challenging the inter-departmental cooperation was further ventured to pursue coping measures for the purpose of verifying the feasibilities of theories, followed with feasible recommendations for reference by subsequent studies. Primary findings of this paper are listed as follows: 1.Based on the fact that cooperation is always a better option than separation, local governments have desperate needs for cooperation whereas the northern, the central and the southern metropolitan areas in Taiwan have gradually developed into different common living circles. 2.However, the cooperation commitments among local governments have been adversely affected by serious confrontation between the ruling party and opposition party in Taiwan as a result of many local and central election campaigns. 3.Lacking in systematic incentives for cooperation due to insufficiency in legislative conditions since there is the absence of any independent or dedicated laws governing the cooperation mechanism among local governments in Taiwan. 4.The absence of any legally defined public power to contain the assignment of duties within the cooperation mechanism of across area autonomous affairs explains the poor performance in the cooperation among local governments. 5.Rezoning of administrative area proves to be the most feasible way to solve the problems challenging the across area autonomous affairs in the Taiwan area once for all since the administrative area has not been readjusted for as long as fifty-three years. 6.The cooperation mechanism has not yet been established and only very few substantial cases can be referred by the cooperation in the across area autonomous affairs in the Taiwan Area. 7.The insufficiency in the authorization mechanism prevents the local government from achieving the bona fidi autonomous spirits; therefore, an amendment to Article 21 of Local System Act is urged. Accordingly, this paper makes the following recommendations: 1.The development of cooperation may happen first among the professional administration or technical staff members from different local governments to contribute to the future success once the political climate is matured. 2.Local governments shall create information sharing mechanism for developing the foundation for mutual trust and creating a cooperation platform for mutual benefits. 3.Article 21 of Local System Act shall be amended to facilitate the development of a sound and legal inter-departmental mechanism. 4.An across area autonomous affairs cooperation procedure shall be developed to serve as the legal basis for local governments in pushing the cooperation of across area autonomous affairs. 5.Administrative rules governing the across area autonomous affairs shall be incorporated to help the local autonomous groups or the local administration to respectively set forth the autonomous provisions or autonomous regulations. 6.The administrative rezoning for the Taiwan Area shall be planned now to meet expectance by all parties concerned and help solve the dilemma the current area cooperation is trapped in. 7.A standard version of the administrative contract for the across area cooperation shall be soonest drafted for reference by all agencies involved in the across area cooperation to make it head for a brand new milestone.
