In recent three decades, most investigations have used the operation in projects as the activity basis for resource planning, further constructed models, and developed problem-solving algorithms. This type of models are called resource constrained project scheduling problem (RCPSP). Moreover, Dr. Goldratt extended the theory of constraints (TOC) in 1997 and applied it to project management that is called buffer project management (BPM). BPM aims to prevent the time delay caused by the competition among multiple projects for limited common resources. However, both of RCPSP and BPM fail to consider the value-based time limit of projects and the resource planning models on project basis. The theory of project advancement (TOPA) is an emerging theory intended to solve the competition for limited common resources by multiple projects. Although TOPA has took into account the resource planning models on project basis, limited attention has been paid to monitoring project progress. This paper first aims to compare the differences among RCPSP, BPM, and TOPA based on literature review. According to such results of comparisons, we try to introduce the concept of BPM into TOPA. By doing so, TOPA is a theory of resource planning and progress monitoring for multiple projects, which in turn promotes TOPA’s feasibility in practice. 張正昌 李滿營 2004 學位論文 ; thesis 87 zh-TW
