The study adopted literature analysis, Delphi technique and interview. We designed the questionnaires. Three round Delphi questionnaires were used to solicit, integrate and identify the experts’ (27 elementary school principals, administrators, and teachers) opinions. The collected data were analyzed by statistic methods of mean, frequency distribution, standard deviation and percentage. To complement and strengthen the study, a supplemental opinion from experts and scholars was given at section 4 in chapter 4. According to the study result, we provide suggestions at the end of the paper to school administrative authorities, school educators and future researchers. The main conclusions of this study were as follows: 1. “A parental support program at elementary school education using knowledge management” includes two constructing planes (plane of knowledge management flow and plane of feasible parental support) and 98 items in totality. All the items are consensus of practical experts. 2. Parental support is not only the routine task, and parental participation in schools is no longer limited in stereotype. 3. Application of information technology is a feasible way to build the system of recruitment, training, reward, and human relations and communications. 4. Not only the evaluation and comments from school administrators, but also the ideas and recommendations from parents, teachers, and students are the important reference for the performance improvement of school reward system and parental support program. 5. The feasible way to reward could be categorized into moral encouragement and material reward. 6. Besides the formal and informal communications by letter, dialog, and Internet, teachers and administrators’ practical participation in parental support task is also a feasible way of communications. 7. Application of information technology is a feasible way to acquire, to arrange, to deposit and to share knowledge. 8. To share information via variant ways is helpful to group members to retrieve and distribute related knowledge. 9.
