This study shows the IT project has serious problems in time management. We developed Multiple Projects Critical Chain Scheduling Model (MPCCSM) which avoids resource conflicting. In a single project scheduling, MPCCSM takes activities using as many slacks as possible and inserts capacity constraint buffer (CCR) to avoid resource conflicting in multiple projects. When a project is added to current planning, MPCCSM allows single project to use as much float time as possible under the condition that does not increase the total work through time of current project planning and makes new project start as early as possible. This research conducted PROGEN to generate simulation data for the evaluation of our proposed model. Nine groups of simulation data are created. The results show that MPCCSM completely avoids the problem of resource conflicting. Compared with a well known commercial Critical Chain based project management software — Scitor PS8.5, the MPCCSM significantly reduces total work through time, increases resource utility rate and reduces multiple projects mean flow time.
