Base on the relative documents, the direct interview, and the relative theory of implement, this article will study the Police Substitute Services case and try to find out the relationship among the system design, management method and policy achievement. By issuing the questionnaires to the basic level police officers and the police substitute service staffs, I try to evaluate the current situation among the system design latent independent variable, management method and policy achievement latent dependent variable. Analyzing the result of the questionnaires through Multivariate Statistical Analysis and LISREL structure analytic approach, I try to identify the causality among above three structural phases (system design, management method and policy achievement) and fulfill the following researching purposes. 1. Review the current situation of the Police Substitute Services policy. 2. Identify the issues during the policy implement 3. Observe the causality among system design, management method and policy achievement 4. Summarize the understanding, attitude and evaluation from the basic level police officers and the police substitute service staffs 5. Conclude the results and propose the suggestions The researching methods include analyzing relative documents, questionnaire and interviewing. According to the researching purpose, examining the needs of the researching hypotheses, considering the variables measuring methods and feasibility of the statistic methods, I proceed the basic reliability analysis, Validity analysis, factor analysis, ANOVA and finally conclude the relationship among the system design, management method and policy. For the difficulties of measuring every structural phase and the uncertain interaction among the variables, this research based on LISREL structure analytic approach and developed one set of a linear structure relation. Base on the proper index of the statements through the AMOS statistic software, I try to figure out the causality among the variables. After the above testifying, I can summarize the following conclusions. 1. The analyzing of Linear Structure Relation Model indicates Overall Model Fit is supportive and this research exists the positive influence. 2. System design is highly effective to the management mechanism. That means “the better system design, the easier management method”. 3. Policy achievement is tightly bound to the management method. It indicates “the smoother management method, the higher policy achievement”. 4. System design exists positive effect on policy achievement. It means the well-designed system will set up a following guideline for the public and individual, as a result, and exists positive effect on policy achievement. Herewith I will summary the following suggestions. 1. Increase the incentives and marketing for the system to the police substitute service staffs 2. Set up the evaluation system and assign the servicing area around their census register.. 3. Increase the budget for the servicing education. 4. Improve the recreation facility and the housing environments. 5. Respect the welfare, rights and interests of the police substitute service staffs. 6. Study the part of the “supporting work” in Law for the Police Substitute Services. 7. Set up a checking and training center for the recalling mechanism. 8.
