The researcher initially undertakes the study through literature review, on the course of school-based curriculum development both in the academy and practice and the analysis on the study, formulation, design, implementation and review of curriculum. The author, virtually a teacher in a kindergarten, undertakes the study through action research on young children in the class for beginners and gathers information by recording the voice and video, study notebook, reconsideration in the teaching process, observation record, the learning menu for those young children and feedbacks between parents and co-researchers. The conclusion made described below, A. The kindergarten faced with difficulties in school-based curriculum development lie in “assistance in administrative operations for school-based curriculum,” “young children’s abilities and their capabilities in adaptation,” “teachers are constrained by administrative affairs and time” and “teachers’ professional abilities.” The researcher, after profoundly reflecting over it, effectively responds to the latter three difficulties by providing some strategies. However, the author cannot find a solution to the first question posed on “assistance in administrative operations for school-based curriculum.” B. The action strategy for the kindergarten is formulated on the school-based curriculum development through such those steps as contextual analysis, structuring of vision and design of curriculum program. The action strategy encompasses the establishment of committee for curriculum development, contextual analysis undertaken on the kindergarten and curriculum development, formulation of shared vision for the kindergarten, determination of goal and structure of curriculum, setup of group for design of curriculum, decisions on the theme of curriculum, formulation and design of whole curriculum progress and design of syllabus, called “Scenery in the Village known for its Fishing.” C. The spiral progress through repeating action, reflection, and correction to implement the action strategy of the school-based curriculum development for the kindergarten. Including the formulation of outline for teaching, teaching process, study records, reflection and correction. D. The review mechanism exerted covers two phases “process-oriented” and “result-oriented” on the action strategy of school-based curriculum development for the kindergarten.
