The earth summit of Rio de Janeiro in A.D. 1992, is considered as the whole world to develop one important watershed of the idea sustainable development, the worry of changing and destroying to the earth environment in whole world is up to a formal common understanding at this meeting, and the idea of sustainable develop became general value. By contrast, our country is relatively slow about conservation the respect to the historical districts. Historical districts belong to a part of city space, it is different from historic monuments and buildings which belong to single-spot conservation type, and is kept by the belt-area type, its conservation and development always affects and influenced by the area surrounding historical districts at the same time, so, look over the conservation of historical districts, it should be planned to make a self-criticism about the city planning first. This study is researched by the research approach ‘document method’, ‘case study method ’go on research with ‘cross compare method ‘etc... , To ‘districts and city upgrade’, ‘sustainable development’, ‘conservation’, ‘public policy and people participate in’, such subjects as carry on document retrospect, grind and draft relevant topics and indicator of conservation procedure of historical districts, and analyze the development conservation idea and procedure in the historical districts of every Taiwanese period with case study, look over to conservation procedure of the historical districts of Taiwan through every indicator, and results include: 1. Display of value for conservation, 2.The subjects of reuse, 3. the elasticity of the Conservation mechanism, 4.Subjects of people's participation, 5.The question in such respects as the low and the system decree, then propose the conservation principle of the relevant historical districts with proposing newly-increased relevant clauses revising.
