Armed Forces face the transformation of overall political and economic situation, it endeavoring plans to rebuilt organization, adjust strategic conception, and renew weapon equipment in national defense human policies, appropriate adjust to simplify manpower and improving overall personnel quality to build a Modern military force with less quantity, fine quality, and sharp combat ability. The current national defense policies are "preventing war," "defending the homeland," and "countering terrorism and responding to contingencies." The military strategic concept of armed forces construction are IO/EW (Information Operation/Electronic Warfare) superiority, neutralizing unrestricted warfare, joint air defense, joint sea control, and ensure ground safety, Terminate enemy’s attack. Establishing a small scale, agile, and efficient precision attack force can reach the goal of effective deterrence. It is no doubt that future warfare will depend more on high-quality personnel. Increasing the percentage of professional military personnel is crucial to the result of the future warfare. To choose an appropriate system for military personnel selection is necessary for future trend. This study based on discussion of relative institutions to find out how the military armed force selects, trains and educates assigns, and maintains its personnel. Finally, try to assume the Appropriate of enlarge enlistment. This study follows institutional study approach and use literature review and case study method, from concept of human resources management to discuss the possibility and future development direction of enlistment in present stage.The study found out that the enlistment is a trend. Facing the threat of attack from PRC, the enlistment system of reserved military personnel can not be completely abolished. Balanced each development that perspective of human resources management and considered the future requirements of future warfare, Should develop towards the high system of military service of mixing in the future. The professional soldier of high technology can expand the proportion of enlisting persons for service in the armed forces and employing with high-quality manpower progressively in high technology professional armed forces of counter air, counter sea and rapid response ground force, etc. In order to meet the war demands for Hi-Tech. The general obligation soldier moves towards the general affairs and low technical function gradually to take on garrison troops, rescue promptly and national defense duty defended in region. On the other hand, there are huge reserve mobilizations system be preserved as well. Help to promote the effective utilization of the Hi-Tech weaponry of future and overall joint-warfare capability develop. Therefore, my study suggests: 1.Forces structure should depends on military strategy. The goal of military personnel number is 320,000. Based on personnel quality and national economic situation, try to increase the percentage of voluntary personnel gradually. 2.Establish various evaluation standard and procedure. Make evaluation process and human assignment operation transparent, straight, and fair. 3.Improve working environment to strengthen the will of staying in the military. 4.Upgrade military personnel welfare and payment to increase enlistment factors. 5.Establish various enlistment selection projects to make national troops concentrate on the missions and operations for better efficiency.
