From the theoretical and practical viewpoints, major elements like : legislation、operation model and case experience will be evaluated. Also, through the documentation analysis, diverse decision factors will be collected and formulated to solicit the expert''s opinions using Delphi method. For those factors that do not converge, a different method, e.g. AHP (Analytic Hierarchy Process), will be used to handle the difficulties. Thus, the complicated qualitative problems and opinions can be quantified systematically and scientifically, such that the policymakers will be able to structure analyze the problem and prioritize the issues for a sound decision with various alternatives. Then, a flexible commercially viable GOCO option that considers various models of critical success factors and avoiding those uncertain risk factors will be able to be provided for military outsourcing involving maintenance factories and associated aircraft fleet.
