This research range takes such 6 vocational training centres employee as Taishan, Northern ,Taoyuan , Central, Tainan,Southern that Bureau of Employment and Vocational Training is under the jurisdiction of,etc. as the core, the target is divided into the class II personnel of trainer , administrative personnel, Passing the questionnaire investigation and statistical analysis, the result of study is as follows: 1. According to the Pearson product-moment correlation analysis, the perceived organizational change and organization commitment, job satisfaction, perceived stress of trainer and administrative personnel are all reached to significant level. 2. According to the analysis of independent samples t test,trainer and administrative personnel do have influence on the dependent various of perceived organizational change and organization commitment, job satisfaction and perceived stress. 3. According to the analysis of stepwise regression, the job satisfaction of trainer and administrative personnel has the most prediction ability on perceived organizational change, with explanatory variable reached to 47% and 52% respectively, and Beta value higher than 0.7; this shows when their job satisfaction is higher their perceived organizational change tends to be positive. Therefore, before organizational change, if the comprehensive investigation could be made on the job satisfaction of employees, it shall be able to predict the positive degree of perceived organizational change of employees in the changing progress, and then adopt countermeasures. 4. According to the analysis of one-way ANOVA, the major variables of this research: organization commitment and perceived stress reached to significant on the analysis of one-way ANOVA in six vocational training centers. By Scheffes' Poster Test, it shows the positive degree of perceived organization commitment and perceived stress in Taishan Training Center is higher than Northern Training Center and Tainan Training Center, which means the training centers under the same public system, could have different organization culture due to different regional culture, leading style and personnel quality. Therefore, before and after the execution of organizational change policy, it is required to enhance propaganda and communication with employees of training centers in different regions, and undertakes education training relevant to change. Finally, research suggestions and practical suggestions are proposed as reference for relevant departments and follow up researchers, and expect to have contribution on the organizational change in public departments and improvement of government efficiency.
