Based on the ex-premier Mr. Hsei mentioned the sprit of “Mutualism through compromise”, the Executive Yuan planned the six stars project for Taiwan healthy community on Feb 2005 and asked for the administration of each county in Taiwan to execute thoroughly on June in the same year.
Community public order is one of the prior items of six stars project to execute. The purpose of this project is to create a free-fear & secure community.
This research is totally separated into five chapters and eighteen sections. At the research consideration & purpose parts, I collect all of the domestic & progressive foreign country documents related to community public order to find out the connotation & reference of community public order.
In the meanwhile, it is also deeply discussed the issues on how to promote the community consensus & participation and on setting up the maintenance system of community security in order to achieve the target of choosing the community as the main subject of public order.
This thesis adopts the qualitative methodology. It focused on six stars project of two running superior & inferior communities on Tainan County as the sample. By taking the judgment sampling, the research use the semi-structured questions to deeply interview the 12 sampling including: community opinion leaders, residents, police officers on basic level, police organizers, activators of community public order and so on in order to evaluate & compare the activation of community public order.
There are still lots of deficits of findings on this survey to struggle it in order to get better practice on community public order. It includes holding the meeting of the community public order, community criminal prevention, community organization, community counseling on adolescent, cooperation between police & public, cultivating community talent, even the community consensus.
According to the above survey outcomes, this research will give the reference and suggestions for the related government departments & community. At the same time, it will also support the suggestions for the related research in the future. These outcomes include holding the meeting of community public order, integrating the legal system for community organization, setting up the police team to take responsible for community, strengthening the community participation by organizing the committee of community on public order or community criminal prevention center, promoting the community consensus, continuously cultivating community talent, practicing the assistance system of community public order to make community as the autonomy.
