It had brought many benefits while at the same time generated problems of computer crime. The information technology was constructing a new model information society bit by bit. This research applied the Zaltman Metaphor-Elicitation Technique to elicit the thought and feelings of the experimental subjects through media as pictures, and formed their consensus maps, in order to present the college students’ information ethics literacy. According to the research, the college students mostly concerned their personal privacy and how the correctness of information affected the individuals and the society. In the overall feeling of information literacy, half of the interviewees felt that the concepts were vague and unclear, which showed that there still spaces for improvement on education. From the consensus map, the cultivation of the “mores” of the users, establishment of correct “value”, define clear “regulations”, elevate “the user’s intention of following the regulations”, correctness of the information social climates, effectively lead the “conformity” into the positive and virtuous side, thus effectively reduce the “illegal behaviors” derived from “convenience of information technology.” The passive method of precaution against computer crimes was the constitution of regulations, however the only way to prevent from computer crimes aggressively and fundamentally is basic education of information ethics. Therefore, the fundamentality of solving computer crimes was to establish the flexible regulations with humanity for information ethics suit the situation, and taught the numerous students from the aspect of human nature.
