Water Resource is definitely under topics of resources management. For example, Feitsui Reservoir is located within Taipei County , however, it is the main supplier of drinking water for residents of Taipei city. In order to protect the quality of water resource, the property rights of residents resided nearby water resource protection zone in Taipei county are restricted. Although Taipei City is collecting NT$ 0.2 per unit of water as indemnity, but there’s no promising result towards adjustment. Furthermore, a part of residents in Taipei country are supplied with low quality but high cost drinking water from BanHsin water supply reservoir. This is definitely a bias towards Taipei County residents. This paper aims to discuss how to improve current compensation mechanism in order to retain the equilibrium point between price and right of drinking waster between Taipei County and Taipei city.
This paper is using the water-resource within Taipei metropolitan area as example. By Contingent Valuation Method and questionnaire, we will obtain a better understanding of public evaluation of water supply for further analysis, thus, we can conclude and help residents of Taipei Country to regain their rights to be unbiased against Taipei city.
Expected result will be compiled, suggestions will be made to address the issues of compensation mechanism and water-resource co-management in Taipei metropolitan area, as well as the correction of bigotry of residents of Taipei Country and it well be consulted by metropolitan water-resource.
The first chapter illustrates the background, the motives and the purpose for writing this study and then defines the key words, scope, contents and limits, in the end, chooses the methods, designs the steps and process to build the basic frame of this thesis.
The second chapter retraces the reference and builds the base of theory, It includes to retrace the value of the environment resource and function, distinguish the theory of the Externality and Efficiency assessing, treat the theory of the contingent valuation method.
The third chapter redacts the questionnaire of the contingent valuation method, it’s about to analyze the feedback price affect the number of variables and the method of the sampling in Taipei city to research the questionnaire.
The furth chapter redacts the method of estimate and build the axiom, does the analysis of the basic statistics, adopts the Cameron’s expenditure difference model, linear, linear-log, semi-log and double-log , and use the way of the Function to assess the willingness-to –pay of the water resource. According to the result analyze the factor of the affect populace’s paying wish.
The fifth chapter declares major conclusion, suggestion and follow-up studies of this thesis.
