The research used the Chen Internet Addiction Scale (CIAS) as instrumentation. Survey questionnaires have been used for data collecting, totally 2109 junior high school students in Taipei County were chosen as the subject of this study. The data were analyzed by descriptive statistics, Chi-square test, and Pearson Product-moment Correlation.The following results were founded in this study: 1. Around 15 percent of the object (the 2109 junior high school students) have an inclination to get addicted to the Internet. 2. The students who are inclined to become Internet addicts and those who have no inclination are significantly different in their web-using conditions (the seniority, location, frequency, location, and function of using the Internet). 3. There is a negative correlation between Internet addiction and computer learning achievements. 4. The gender doesn’t affect the trend of the relation between Internet addiction and computer learning achievements. 5. The inclination of Internet addiction will influence the relation between Internet addiction and computer learning achievements. There is a negative correlation between Internet addiction and computer learning achievements for those students who have an inclination to get addicted to the Internet. There is no correlation between Internet addiction and computer learning achievements for those students who doesn’t have an inclination to get addicted to the Internet. 6. Web-using conditions will have influence on the relation between Internet addiction and computer learning achievements. There is a negative correlation between Internet addiction and computer learning achievements for the students whose web-using seniority is above three years (including three years) or whose web-using period of time is above two hours (including two hours).
