Summary:碩士 === 逢甲大學 === 財稅所 === 96 === The Technology Development Program (TDP) of the Ministry of Economic Affairs is executed by the Industrial Technology Research Institution (ITRI), in which the "Science and Technology Development" can be processed via professional research organizations. Due to a great deal of investment and personnel expenditures in TDP, it is highly expected that the R&D outputs of TDP should contribute significantly to the performance of industries in despite of the technology transfer. Hence, the performance of TDP is highly focused and evaluated intensively. Performance assessment of TDP was processed under the guidance of "expert primary, target auxiliary" and "organization self-assessment, expert comprehensive appraisal" since 1998. The executive organization of TDP was examined by Evaluation Committee of TDP Performance annually. Because of this concrete evaluation, TDP has produced plenty of outputs. After the project of Utilization of R & D Results (URDR) took effect in 2001, executive institutes of TDP applied the outputs and intelligent patents of TDP more aggressively. This study employed the data of ITRI’s TDP from 1997 to 2006. We adopt the method of Data Envelopment Analysis (DEA) to examine the output/input efficiency performance of TDP. Furthermore, the Tobit regression analysis is applied to ascertain how the project of URDR affects the efficiency performance. The results first indicate ITRI’s TDP achieved higher average efficiency value both on fixed and variable return to scale after the execution of URDR though revealing statistically insignificant. The plan of innovation and forward-looking domain appears to have positive and significant impact on the efficiency performance, which implies the implement of the plan of innovation and forward-looking domain has enhanced the efficiency performance of TDP.
