While the procuring agency within public sectors, with limited budget and staff, should concentrate in purposing the effectiveness and efficiency of its managerial process in order to implement government policy further to meet public expectations. The aim of government’s e-procurement implementation is to construct an open, fare and efficient procuring environment. It is, through internet application, to enhance the connection between public and government agencies. Ultimately, it is to improve government’s working environment and quality of services. Also, from procuring officials’ perspective, government’s procuring policy should be in the form of integration that can meet the needs of all the government procurement projects including civil engineering, material and human resources cases. It is of no doubt that inter-entity supply contracts are common recognized as an e-procurement. Its functions not only improve government agency’s working environment but to enhance the competitiveness among private sectors. However in practice, the inter-entity supply contracts has applied in Taiwan for a few years now, it is time to investigate its performance. Also it is necessary from the end users and government officials, especially those who in charge of procurement, to identify their view point of inter-entity supply contracts, further to make some suggestions in its improvement, if possible.
