Summary:碩士 === 立德大學 === 科技管理研究所 === 96 === As the function of cities continue to improve, industrial structure and arrangement continues to change; more and more frequent exchanges and flows of merchandises as well as the rapid development of city logistics all contribute to the fast growth of the urban economy; however, it also brings inevitable pressure on the urban transportation and environment, such as the numerous and similar logistical factories, which caused chaotic situation in logistical circumstance. From the perspective of logistical management, it results in low efficiency, high cost, and the waste of resources, which relatively increased the overall cost of the national economy. It also occupies many farming fields and precious lands, which also causes traffic jams, air pollution, noises and accidents. Taiwan is a small island with a dense population, in which most people live in metropolitan areas. The mixture of factories and residences, as well as the fact that most logistical industries are run by small and medium enterprises in Taiwan pose an even more serious problem and challenge in urban logistics. Many foreign practices and research have found solutions to the problems of distribution efficiency, operation cost, environmental pollution and traffic problems in logistical services. The structure of urban logistical network has a good result in actual application. The aim of the research is to construct a public logistical network structure based on urban logistics of consumption. This structure wants to achieve the strategic goals with a comprehensive perspective, such as reducing environmental pollution, improving traffic, integrating road conditions and reducing transportation cost by starting to construct the system and capability needed in these goals. This research collects domestic and foreign cases and papers in public logistical network, discusses the ways to construct these systems and capabilities, and proposes primary suggestions. This research is the first one that proposes a complete strategic structure of public logistical network from a comprehensive view, which could serve as the basis for later researchers for further research in the strategic goals, systems and capabilities raised in the thesis.
