These policies aim to develop marine tourism industry and enhance personnel competences, which are knowledge of marine ecology and culture education, ability of tourism management and regulation, and the ability of maritime activities. Therefore, developing marine recreation and tourism has become one of the main issues in Taiwan. The purpose of this paper is to discuss the human resources competency of marine recreation and tourism from the perspective of employment requirement and academic education. This study interviewed administrative personnel in national marine scenic park and industry professionals. Based on the three competence components, the Analytic Hierarchy Process (AHP) was employed to rank the importance of each component in human resource development. Moreover, 325 students of marine recreation, tourism and relevant departments were surveyed. The results show that there is difference on the professional competence perception between AHP and student survey. The professionals think that the abilities of knowledge of marine ecology and culture education are very important, but students perceive the skill of maritime activities is essential. This study suggests that students need to enhance knowledge of marine ecology, culture education and ability of tourism management and planning. Furthermore, obtaining more relevant certificates to meet the industrial requirement is essential. The result will provide information and recommendations for industry and educational institutes for enhancing competency of maritime human resource as well as improving global competitive advantage of marine recreation and tourism in Taiwan.
