碩士 === 環球技術學院 === 環境資源管理所 === 96 === The propose of “Bike special-purpose road and hiking trail” policy, administered by Executive Yan, is to provide ecotourism, sport as well as leisure, natural experience, environmental education and beautiful sign bike road. Base on cost concerned, Taiwan Sugar Cooperation gradually closes the sugar factory business and nearby land wasted. Regarding to bike special-purpose road policy, a lot of open ground and specious view are necessary. The target of bike special-purpose road study plan is to assist local development, increasing infrastructure, supporting the advocated concept of sustainable traffic, and advocating the idea of conserve energy as well as carbon footprint reduced. There are four concert targets in this study. The first target is that Chiao is the centre of Bike trail and nearby Green Tunnel, Taiwan Sugar Station, and Farms are resorts, combining the eco-nature and culture to present leisure plan. The second target is analyzing target cases, evaluating the characters in local area and resort, and search the direction of future plan. The third target is that the eco-nature and cultural landscape had organized and the various local feature packages had designed. The final target is that the wasteland efficiency had used, and the environmental characters by bike special-purpose road plan had present. This study is base on reference analyzing, land inspection, analyzing of vehicle speed and qualities in main route and questionnaire. Then, all above relative information had analyzed the environmental activation of Taiwan Sugar Corporation’ antiquated railway through SWOT analyzing. This study compares the construction fee, leisure value and difficulties for all three substitute routes, providing three communal extend route plans, increasing various bike roads, providing facility design, construction days, and construction fee appraisal. Also, this study goes deep into commune’s thinking to make the solution, conclusion and suggestion for future development and unsolved problem.
