Summary:碩士 === 中華大學 === 營建管理研究所 === 97 === The construction of Biological Safety Level 3 Laboratory (BSL-3 Lab) is in response to WHO’s requirement after the outbreak of SARS in 2003. All lab workers involved in SARS viral culture must operate in a laboratory of safety level 3 or higher. There was no standard specification available for construction BSL-3 Lab in Taiwan at that time, the Center for Disease Control invited experts and scholars referring to literatures on this subject and drew up “Biological Safety Level 3 Laboratory Safety Code 1.0”. The Code was completed in September 2004 and was ratified and promulgated for implementation by the Department of Health. However, the construction of a “BSL-3 Lab” must also give consideration to various standards, regulations, professional issues and consume a tremendous amount of manpower and resources. In addition, the interface among architecture, electronics and environment is so complicated that any negligence will result in coordination difficulties. This research aims to explore how to build a “BSL-3 Lab” that conforms to international standards, ensures personnel safety and prevents recrudescent infections. Our ultimate goal is to allow lab researchers to focus on conducting accurate and efficient experiments in a safe and advanced laboratory to provide excellent results that benefit the society.
