However, the heavy rains often caused unexpected damages on those who live in hillsides communities. Therefore, to identify the management priority of watershed has become an importance issue. In this study, the Analytic Hierarchy Process (AHP) questionnaires for the Prioritizing System of Watershed Management with five perspectives and 16 criteria were delivered to the experts from professional engineers, government agencies, and academic scholars. 13 watersheds of Sinyi District, Taipei City were evaluated by two multicriteria evaluation methods (i.e., TOPSIS and PROMETHEE) with the weights concluded from the responded AHP questionnaires of 31 experts. Both multicriteria evaluation methods indicated that the first priority watershed for management is San-huei-Jiao watershed. Besides, the only sensitive criterion is the criterion with the highest weight based on the sensitivity analysis on the criteria weights. Finally, this study also found that different preference functions for the criteria in PROMETHEE method still conclude the same priority result, even one specific combination of preference functions will have higher net flow value for the first priority watershed.
