Many applications have shown the ability of IT in providing organizations with key competitive advantage. Although IT is so important to business, in most case, the performance of IT departments still have been questioned and even ignored. Some of the reasons are due to their poor performance. However, some come from the difficulty in evaluating the performance. In organizations, an IT department is the center of information services. IT departments provide not only the operation of information systems, but also information services for the development of the whole enterprise. Generally speaking, it’s hard for an IT department to show its performance using the form of financial statement or other traditional performance evaluation methods. Among various tools in performance evaluation, balanced scorecard (BSC) has been proved in its practical use in nonprofit organizations as well as in IT departments. The aim of this research is to study how to develop a balanced scorecard for an IT department in the case corporation. By combining the corporation’s vision, goal, strategy and plan, the BSC for the IT department is build. We also use AHP(Analytical Hierarchy Process) to define the weight of those key performance indicators(KPIs). Those KPIs can help the IT department display its core value to the corporation.
