In “China’s National Defense White Paper” of PRC released in a short term, the contents of its national defense policy insisted that self-defense nuclear strategy and advocated nuclear disarmament, but still continued the policy to reinforce its nuclear-forces construction and used nuclear weapons if possible, what kinds of the behind deep truly thinking and intentions are? What the PRC’s nuclear strategy development and the shift are? This is the purpose of this study to explore. The research of this study utilized a strategic culture approach, first of all to explore the more pertinent with nuclear strategy and the underlying nondisclosures significant influencing factors, that is, the connotation of strategic culture of the PRC; to explore the few generations of the PRC’s leader groups which involves the global world outlook, the view of threat on war, the shift of strategic concept as well as the adjustment to the formation of strategic culture; to observed how to influence and shape its nuclear strategy during the period of time. Finally, compared and tried to find out that the deep motive of continued impact of the PRC’s nuclear strategy, and then to speculate the trends of the development in the future of PRC’s nuclear strategy. According to this study and find out: First of all, the Chinese traditional “self possessed Armored” strategic thinking and the ideology of “gun power”, “party commands the gun” were consistent. It was the connotation of the PRC’s strategic culture and also shaped the deep motive of the PRC’s nuclear strategy “self possessed nuclear weapons”. The nuclear strategy in itself was culture depending on the definition. Secondly, PRC gradually and continuously developed its nuclear force as a tool in order to assist and achieve its strategic goal, thus, nuclear force was still a important strategic deterrence forces which maintained the national security and to steady the Chinese communist regime. Thirdly, under the guidance for the global information with the PRC militarily affair revolution, nuclear deterrence would co-exist with information together, in different countries, it would be a combination of different models, so the information under the shadow of nuclear war would be an important form of warfare in the future.
