From Ying Pan Tian of the Ming Dynasty to the county administered Sinying streets today, unlike the long-standing history stories Yanshui, Madou and Xinhua own, there are no special historical buildings, characteristics of human or local specialties here. Being a county-administered city, the population of Sinying City is only half of Yongkang City; in this awkward situation, Sinying City is trying to promote its streets and hopes to develop into a characteristic city. In early times, it rose from the rail bridge in the west. Through the launch of north-south railway in Ming Dynasty, the street corrections in Taisho period and the urban plans in Showa period, its actual development of streets is on a ground of Japanese ruling – from Sinying Zhuang, Sinying Street to postwar Sinying Zhen. Sinying is governed and the administrative center under Tainan County. From a land reclamation manor to a industrial and commercial city, owing to the convenient traffic, Sinying becomes a centralized area of various industries and products. This research discusses about Sinying strees and its five periods from the Dutch ruling, the Ming Dynasty, the Ching Dynasty, the Japanese ruling, the postwar, the 70th year of Min-Guo, and after the 70th year of Min-Guo. With time changing, Sinying streets in the five periods had different developments. This research attempts to discuss the streets developments in every period according to politics, economy, geospatial and culture and connects with the present owning to the possibilities of its future developments. Sinying City set up a Shire administrative center in Japanese occupation period. After the war, a county government and county-level organizations were established. Therefore, schools and banks caused many public employees settling down here; this characteristic of human is a huge resource of developing Sinying. At present, it is still in lack of unique characteristics in industry, commerce and agriculture, which needs to be focused. There is a need for promoting its local specialties, outskirts historical culture and agricultural resorts, for developing Sinying industrial sites and for establishing product transferring centers in order to attract external sources. In the future, Sinying hopes to take advantage of its central position in Chianan Plain, to connect with neighboring townships and to develop its local cultural tourism - from “two lines and three hears” to a leisurely and carefree town.
