The objectives of this research were to (1) investigate how teachers should design an “ethnic relations reading program” suitable for a multi-ethnic class to benefit development of ethnic relations among students; (2) explore the linguistic abilities, experiences, and opinions of students from different ethnic groups after given instructions on “ethnic relations reading program”; (3) analyze difficulties that teachers encountered in implementing the “ethnic relations reading program” as well as their coping strategies and reflections. During the 10-week action research, the “ethnic relations reading program” was incorporated into the curriculum as an additional course. The course was designed according to students’ experiences of life and experiences of getting along with classmates from different ethnic groups and also incorporated with multi-cultural materials. Besides, diversified teaching strategies were applied according to the learning models of these multi-ethnic students, in hope of guiding them to understand their cultures, strengthen ethnic relations, and cultivate a positive learning attitude. Results showed that the ethnic relations reading program could help students enhance their attitude of ethnic relations. The ethnic relations reading program could improve students’ linguistic abilities and the habit of reading. Through instructions of the ethnic relations reading program, teachers could also develop their reflective thinking, improve course design and teaching skills, enhance the ability to conduct an action research, broaden their multi-cultural horizons, and obtain professional growth.
