Additionally, the responsibility to reduce greenhouse gas and dependence on oil has been a top subject in developed countries. Therefore,the developement of biofuel not only becomes an important policy upon many countries but also turns into a vigorous industry. However, there are lots of intense discussions about biofuel between its advantages and disvantages. This essay aims to explore the controversies on biofule mandate legislations and review the recent changes and developments of U.S. energy policies and legislations, especially the Energy Independence and Security Act of 2007, with the focus on the new renewable fuel mandate under this legislation. These new energy laws not only greatly expand the renewable fuel standard under EPAct 2005, but also introduce several relatively advanced environmental requirements into the established renewable fuel mandate laws, such as the mandate use of “advanced biofuels” or the requirement of “baseline lifecycle greenhouse gas emissions.” This essay also discusses the developments about above energy laws and the new renewable fuel standard percentage for 2009, and then further introduces recent developments of important US federal legislations related to renewable energy, such as the Emergency Economic Stabilization Act of 2008, and the 2009 American Recovery and Reinvestment Act, as well as President Obama’s new energy policy proposals. Because of the high dependence of oil in Taiwan, we should immediately solve the problems, such as how to approve energy usage propotion and induce alternative energy usage.
