However, the operation for such fishery was more difficult due to a decrease of fishing grounds from 1977s when the EEZ measure was conducted by many countries and the energy crisis occurred over the world. Therefore, it is very urge to submit the feasible strategy in order to solve the problem of predicament of distant-water fishery for its sustainable operation. The questionnaires were used to investigate the income, cost, and other expenses for each series-year by visiting the managers and specialists. Also the in-depth interviewing method was conducted in this study to conduct some policies as reference. The results of this study indicated that the acquirement of fishing grounds was more difficult for the distant-water fishery fleets from 1977. Even if the fleets had the cooperation with the owned-countries or paid the high fishing access fee, they still were disturbed seriously by these countries. In addition, the fishing access fee, transition fee, fuel cost, human-power cost, fishing gear cost and shipping affair cost had occupied the most part of total income and reached the highest peak in the 1990-2005 series. This situation suggested that the profit of operation for bull trawlers decrease or lose with increasing year during this period. After 2005 many countries have not allowed the foreign bull trawlers to access their fishing zones and caused such fishery industry to close or even go down the history. However, the costs including fishing access fee, fuel cost and human-power cost reduced greatly for otter trawlers and prices of fish increased greatly due to demand-and-supply problem at the same time so that this fishery industry was evaluated as “good level ” condition. About the improving strategy for predicament of distant-water fishery in Kaohsiung, this study also tried to provide some useful suggestions for government or this industry as reference by integrating the opinions from government, industry and scholars.
