Summary:碩士 === 中原大學 === 國際貿易研究所 === 98 === Abstract In order to solve the housing problem for the public, our government, since 1998, has continuously implemented many supporting measures to revitalize the real estate market and planned to make use of the market supply and demand to mitigate people’s burden on buying their own house. In addition, it also expected to solve the vacancy problem and assisted people in realizing their dream of purchasing a house that can, at the same time, not only improve the prosperity of entire housing market, but also promote the stability for our financial system. Among which, the most widely involved measure is the provision of Preferential Mortgage Loans, especially the most important once-in-a-lifetime preferential mortgage loans, it has used the interest subsidy as an incentive to stimulate house buyers’ wish for purchasing and improve the demand for buying houses to raise the housing prices. However, regarding such measure our government used, it needs to make further clarification on whether it is effective or not. This study attempted to utilize the economic model to measure the effectiveness and influence of policies. The results showed that the effect of government’s political subsidy measure of preferential mortgage loans is significant. The policy also reduced the house-purchasing cost of consumers.
