Summary:碩士 === 國立嘉義大學 === 森林暨自然資源學系研究所 === 98 === The purpose of this study is to know the important factor of Implementation of community forestry program in our own system of community-based development process; and how to set up a system of measurement variables to explain and description of community-based organizations or groups operating in the face of forest resources of the relevant issues, how the collective action Self-generated, lead to sustainable forest management, and the subject of organization of the sound development. The results of Empirical studies of the community, be the reference in the community forestry plan on the adjustment of policy. The framework of this study tries to modify the seven “attributes of the resource” and four “attributes of the users” by Poteete and Ostrom (2002) for our national conditions. The qualitative research results show “discount rate” can be substituted by “sense of place” ,and add three factors include “crucial person”, “interventions of professional groups”, and “influx of extrinsic fund” by in-depth interviewing. The results of questionnaire survey show (1) Gender and participation in other organizations have no significant difference in the factors of collective action , (2) Residents over the age of 61 years less participation in community affairs and the community development organizations (3) Community residents to participate in community affairs more, the higher oh the average , (4) The sound organizational structure, will affect community residents for views on the factors of collective action, and (5) Attributes of the Resource and Attributes of the Users with a high degree of correlation , so when we assessment of community development , the two aspects into consideration are required.
