When evaluating complicated weapon systems, we can not find the exact weights of attributes by human thinking-model in evaluating procedure. Usually, we can only use linguistic hedge to convey the different attributes. Linguistic variable value produced in evaluating procedure, therefore, we use Saaty AHP nine criteria and triangular fuzzy number to solve these problems. For the important language expression of system evalution under decision-maker subjective judgement to establish performance score by different level fuzzy number and varied by equal criteria. For quantity requirement (for example: reliability, maintenance), human inspiration and technology in the process of design and manufacture of the quantity indicate sub-attributes in evaluating weapon systems. We use many experts’ opinions to build the membership function in order to calculate the performance score, and to regulate the expectation of decision makers. Thus, we can avoid the impede of alternative and subjective of decision maker in the system. At last, we evaluate Air Force next generation to illustrate our proposed method. To sum up the above, the main results of this research are: 1. Think the characteristic of weapon equipment over whole and establish a weapon acquisition project evaluation procedure and method to provide decision-maker sequence od ideas. 2. In the initial phase of weapon acquisition, the research resolve defense weapon acquisition which faces complicated situation and uncertain factors,and enhance defense acquisition weapon project management technology. 3. Provide a square measure and distance ranking method, expecting to integrate each expert’s opinios and enhance decision-making techniligy then meet Armed Force requirement. 4. The research will evaluate Air Force next generation and verify our method , establishing project priority, taking for acquisition time, budgeting and logistics support capabilities.
