On the one hand, the difference among those teachers in respect of their principals’ transformational leadership and the organizational learning due to the difference of each teacher’s background, a variable, was investigated. On the other hand, the various dimensions of the principals’ transformational leadership and of the organizational learning as well as the correlation between overall transformational leadership and overall organizational learning were discussed. Finally, substantial and feasible execution strategies were submitted based on the study findings and conclusions as a reference for school administration and relevant research. Questionnaire survey was applied to information collection. And, with stratified random sampling conducted, the study subjects, teachers of the public elementary schools in Pingtung County, were surveyed. 738 questionnaires were sent to them and 653 questionnaires were returned. The return rate was 88.48%. With 599 effective samples, the return rate of the effective questionnaires was 81.17%. The self-administered questionnaires, “Questionnaire on the Transformational Leadership of Elementary School Principals” and “Questionnaire on the Organizational Learning of Elementary Schools”, were utilized as the study tools. Data were analyzed by the statistics methods, including One Way ANOVA, Pearson Product-Moment Correlation, and Stepwise Multiple Regression Analysis. There were six conclusions submitted following the study results obtained from the returned questionnaires. 1. The perception of the teachers of the elementary schools in Pingtung County on the transformational leadership of their principals was good. 2. The elementary schools in Pingtung County performed well in respect of the entirety and various dimensions of organizational learning. 3. The perception of the teachers that were also the department directors in the elementary schools at the same time, the teachers of small elementary schools, the teachers of the elementary schools in general townships, and the teachers of the elementary schools in remote areas on the transformational leadership of their principals was higher. 4. The perception of the teachers with the graduate school degree or above, the teachers that were also the department directors in the elementary schools at the same time, and the teachers of the elementary schools in remote areas on organizational learning was higher. 5. The correlation between the transformational leadership behaviors of the principals of the elementary schools and the organizational learning of the elementary schools was close. 6. Among the transformational leadership behaviors of the principals of the elementary schools, intellectual stimulation interpreted the organizational learning best. At last, this study submitted recommendations to the administration departments, principals and teachers of the elementary schools, and the researchers in the future based on the conclusions that were mentioned above. At last, this study submitted recommendations to the administration departments, principals and teachers of the elementary schools, and the researchers in the future based on the conclusions that were mentioned above.
