As a change, “Grade 1-9 Curriculum Guidelines” have to develop a new kind of mode and structure. In order to adapt to the social needs and manifest its special qualities, such as flexibility, pluralism and untying, in the complex situations and diversified development, the study makes use of face to face interview-method to get the true field.   It can help researchers to investigate and analyze the study of the intention and development about “Grades 1-9 Curriculum Guidelines”. By means of it, we can thoroughly understand the circumstantial situations of Curriculum Guidelines and rebuild the development process of the Guidelines. As a result, it’s possible for us to make a thorough investigation about organizational structure and public duty of the guidelines’ development. Thus, we can make sure to confirm the consultation resources and its application.   Therefore, the development process of curriculum guidelines makes it possible to shrink up the time during the settling its procession. By doing so, it can reconcile the development procession by eliminating its veins and arteries. It must be controlled by time-limit prescription. To sum up, the research suggests that the study of domestic and native curriculum should be carried out continuously so as to be able to repair the lack of research stage in the process of guidelines’ development. To take control of the change in the curriculum guidelines’ development at any time, the Normal organization has to be set up.   The Participants who scheme out curriculum guidelines are mainly made up of part-time people. So they can’t make out curriculum guidelines continuously for a long period of time. Consequently, the full-time curriculum Participants must be cultivated all the time. The consultation curriculum resources for curriculum guidelines usually derive from many people of all walks. But unfortunately, the educational issue is deeply discussed and consulted only by few people. Therefore, changing the consultation method can lead to absorb more consultation sources and penetrate deeply into the curriculum guidelines’ issue point.
