The main drawback to a double charge in the operation of the matrix organization is to result in conflict of manpower use. On the other hand, the performance evaluation of the project’s members, if determined by a single charge, may cause unfairness due to bias. Project managers, department managers and project members are the stakeholders of Matrix members for the performance evaluation. The research focus is how to integrate the three views of the matrix member performance. Therefore, this study is based on multi-rater measurement by analyzing performance evaluation properties of matrix members, with project managers, department managers and project members responsible for the performance evaluation .The analysis will be the basis of evaluators and assessment criteria of all layers. Meanwhile, based on relevant literature of performance evaluation, the performance assessment criteria is determined. Next, ensure that establishment of different assessment frameworks are to made and set criteria for the initial weights, the hierarchies consistency analysis verification, compromise weights to complete, the construction of performance evaluation methods, the score calculation, the final sorting operation and case study. To prove the usability of this model, we choose balance-matrix organization as the subject and make use of hierarchies consistency analysis (HCA) theory to give a more objective measurement, which the single structure can not do. It does help conductors understand more different evaluation viewpoints and why the differences happen. In this article, we show the model completely by means of analysis of performance evaluation matrix characteristics, performance evaluation criteria, establishing evaluation models, procedure, steps, and proof.
