Due to the fact that these laws and regulations had been passed lately, the first year of full implementation was in 2011, pertinent institutions, in many respects, are still at a preliminary stage of promoting the execution. The nature of the study, therefore, contains evaluation and prediction. To get a more precise result, document analysis, comparative study, and questionnaires are used in this study in order to verify the will of mainland students studying in Kinmen from various perspectives. The results are as the following: the main objective for mainland student to study abroad locates in ROI (return on investment) ratio, for the purpose of the education is to enhance their competitive advantage. Hence, the quality of schools, and whether the teaching material is conducive to the competitiveness of their employment become the major considerations of mainland students. In addition, a lighter financial burden, living habits and functions, language and communication, convenient application procedures as well as a reasonable and fair treatment are all factors that should be noted by relevant institutions when recruiting students from mainland China. The study made reference to the past literature on studying abroad. Through theoretical deduction and interviews with practitioners, it is tried to build up a scale showing factors that affect mainland students to study in Kinmen from multiple dimensions. Through a full scale development procedure, seven dimensions with specific predictable functions are specified, including ‘intangible factors of University’, ‘essential element of the University’, ‘personal factors’, ‘cost factors’, ‘Kinmen cognitive factor’, ‘quota’, and ‘limitations in law’. It is found from the study that Kinmen has its advantages and developmental potential in terms of recruiting students from mainland China. Government department, civil society, and the school authorities are the three aspects which should be in charge of promoting the ‘University Island Policy.’ Additionally, six recommendations are made. 1.The development of higher education in Kinmen should be preceded gradually, integrating resources, in order to create a triple win situation of the industry, the government, and academia. 2.Kinmen should make good use of the geographical and cultural advantages, making the Haixi economic zone its enrollment target. 3.To provide fair incentives, the concept of community money from Cornell University can be learned from. 4.To cooperate with mainland Universities in order to increase student places and school visibility. 5.To have joint admissions with Universities in Taiwan to encourage students from variant backgrounds. 6.To develop a dual degrees system and joint cross-known universities in order to enhance the level of tertiary education in Kinmen.
