The case study of this research is particularly taking “whether developing the solar photovoltaic is applicable in Pingtung area or not” as the subject. After the August 8th flood in the 98th year of the Republic Era, for assisting farmers and fisherman’s on productive transformation, the Pingtung county government expects to popularize “the solar power generation” to create new opportunities for local industries, thus to devoted itself to find out the relations between the cost and the income of the solar photovoltaic and the agriculture and fishery. Furthermore, viewing back on the quantity of the solar photovoltaic power generation’s related literature and on its studies of relative income, there is obviously little. Therefore, the feasibility of solar photovoltaic power generation’s related issues are worth discussing, and thus stimulate author’s motivation for this study. In situation of the purchase expenditure is being revised downward year by year, how would the performance of the reasonable compensation and the net present value be? Whether “the feasibility to transform fish-farming into solar power generation” and to adopt “what kind of valuation way could make profits” are major goals of this study. In this study, through analyzing secondary data, interviewing with scholars and experts, and assessing the cost-benefit, it is found that the factors influence the feasibility of the solar power generation are mainly include the cost and the income of solar photovoltaic, agricultures and fish-farming as well as power purchasing, and all of theses have become the key if popularize “solar power generation” strategy could be successful or not. In the future, if the purchase expenditure is revised downward year by year, the benefits of the solar photovoltaic power generation and the agriculture and fish farming area’s operating form, breeding technique, solar cell’s conversion efficiency and its maintenance cost, the actual electricity revenue’s high and low, are still in need to be reevaluated according to the actual situation.
